This is an environmental problem that should be reported to the Environmental Manager.

Correct. As the Environmental Manager, Dorothy should be alerted straight away.

This is not the best answer. Phil should notify the Environmental Manager.

Incorrect. It is not Phil’s job to do this. This is the responsibility of Dorothy, the Environmental Manager.
